Description In September of Meiji year 38 (1905), according to the Treaty of Portsmouth signed at the end of the Russo-Japanese War, Japan acquired leaseholds in L?shun and Dalian, as well as part-interests in the Chinese Eastern Railway, and in Meiji year 39 (1906) GOTO Shinpei was inaugurated as first president of the South Manchuria Railway Co., Ltd. (South Manchurian Railway).The South Manchurian Railway began operation between Dalian and Meng-chia-tun, or Antung and Mukden, etc. Hoshigaura (currently Xinghai Park in China's Dalian City) was part of the development of the South Manchurian Railway, and was a summer resort that was made up of a cultivated lawn garden and an artificial beach and swimming area formed with pebbles.his cast statue was erected in Kasumigaoka in Hoshigaura in Showa year 5 (1930), after GOTO's death.
