Description GOTO Shinpei (1857-1929) was inaugurated as Mayor of Tokyo in Taisho year 9 (1920) (stepping down in April, Taisho year 12 (1923)), in which capacity he proposed an \800,000,000 scheme to remodel the City of Tokyo.In 1922 he established the Tokyo Institute for Municipal Research.Following the Great Kanto Earthquake on September 1, Taisho year 12 (1923), on September 2 Goto became Home Minister in the second Cabinet of Yamamoto Gonbee (1852-1933); on September 29 he became concurrent president of the Imperial Capital Reconstruction Department and led the planning of post-Earthquake Tokyo, with large-scale town planning and the development of parks and main roads. This manuscript is a summary of GOTO's speech from a meeting of regional government secretaries during his time as Home Minister; it was edited by the City of Tokyo and published by the Imperial Capital Reconstruction Publications, and compiled as "Kukaku Seiri to Kenchiku (Area Arrangement and Construction)".
