From works such as "Owari Meisho Zue (Pictures of Famous Owari Locations)", it is understood that "seawater therapeutic bathing" for the treatment of disease were carried out in Ono (Chidorigahama), on the Chita peninsula in Aichi Prefecture, during the Edo period.
GOTO Shinpei (1857-1929), observing the medical benefits of sea bathing, worked hard to popularize a modern type; in Meiji year 14 (1881) he established a sea bathing spot in Ono, and in Meiji year 15 (1882) published Japan's first introductory guide to sea bathing, "Kaisui Koyoron (Theories on the Use of Sea Water)".
In "Ono Kaisuiyokuho Ippan (Ono Sea Bathing Method 1)", it states that "This sea bathing spot was inspected onsite by Goto Shinpei, Ministry of Home Affairs Third-class Technical Officer (concurrently president of Aichi Hospital), in the summer of Meiji year 14. In summer of year 15 the site was inspected by Nagayo Sensai, director of the Sanitary Bureau, Ministry of Home Affairs, and Technical Officer Goto, and both found it extremely praiseworthy."
