Description GOTO Shinpei (1857-1929) was influenced by Albrecht von RORETZ (1846-1884) regarding health administration ideas and a scientific and evidence-based way of thinking. Following in the footsteps of RORETZ, GOTO had already submitted a "Proposal towards establishing medical police (sanitary administration)" to the Aichi Prefectural Government in his days as a second-grade hospital doctor. He continued his efforts, proposing an "Outline for the establishment of an office of sanitary police in Aichi Prefecture" to NAGAYO Sensai (1838-1902), Director of the Sanitary Bureau. In Meiji year 13 (1880) GOTO, who had become acting head of both Aichi Prefectural Public Hospital and Medical School, along with second-class teacher at the Public Medical School ISHIKAWA Jun (1858-1933) and first-class teacher and editor TAKINAMI Tonan (1852?-1902), organized the doctors in the prefecture and established the private sanitation association "Aishusha".
