Albrecht von RORETZ (1846-1884), unable to endure seeing the treatment of people suffering from mental illness in Japan, where such patients were locked away in filthy conditions, proposed to Aichi Prefecture the establishment of a mental clinic in the prefecture based on the philanthropic and humanitarian non-restraint system; and in Meiji year 13 (1880) had the construction of a mental clinic building in the Public Hospital completed. |
