In a communication from GOTO Shinpei (1857-1929), an acting president of Aichi Prefectural Public Hospital and acting director of Medical School, to the Governor of Aichi Prefecture, KUNISADA Renpei (1841-1885), GOTO suggests the following with regard to the publication of an annual report: "Generally speaking, it is indispensable in business for a government agency or a company, to pick up and assemble the main points of its plans, their establishment, repeal, and advantages and disadvantages; to report existing achievements and publish incomplete policies to both insiders and outsiders; and, in doing so, determine its future path and compare its annual progress and accomplishments."
