Description GOTO Shinpei (1857-1929) was influenced by Albrecht von RORETZ (1846-1884) regarding health administration ideas and a scientific and evidence-based way of thinking. Following in the footsteps of RORETZ, GOTO had already submitted a "Proposal towards establishing medical police (sanitary administration)" to the Aichi Prefectural Government in his days as a second-grade hospital doctor. He continued his efforts, proposing an "Outline for the establishment of an office of sanitary police in Aichi Prefecture" to NAGAYO Sensai (1838-1902), Director of the Sanitary Bureau. In Meiji year 13 (1880) GOTO, who had become acting head of both Aichi Prefectural Public Hospital and Medical School, along with second-class teacher at the Public Medical School ISHIKAWA Jun (1858-1933) and first-class teacher and editor TAKINAMI Tonan (1852?-1902), organized the doctors in the prefecture and established the private sanitation association "Aishusha". In his introduction, dated March Meiji year 13 (1880), president of Aishusha GOTO Shinpei writes, "In this publication, which has been named "Aishusha-keiten Ihen (Collection of Aishusha Standards)", we have collected our previously-distributed announcement and goals of the establishment of Aishusha, as well as the various rules discussed at its first meeting…"
