Description GOTO Shinpei (1857-1929) was a native of Shiogama-mura, Isawa-gun, Mutsu-no-kuni (now Oshu City in Iwate Prefecture) in the Sendai (Mizusawa) domain. In Meiji year 9 (1876) he took a position at Aichi Prefectural Public Hospital, and in Meiji year 14 (1881), at the age of 24, became concurrent president of the Hospital and Medical School.In Meiji year 15 (1882), when ITAGAKI Taisuke (1837-1919) was attacked by a ruffian in Gifu City, a telegram reached GOTO asking that he pay a medical visit; however, fearing the government, the prefectural office would not grant him permission.Resolved by the many telegrams he received, GOTO hastened to Gifu in a two-person rickshaw; "You should be proud of this injury, sir!" thundered GOTO at ITAGAKI, disinfecting his wounds using Lister's method.It is said that ITAGAKI sensed GOTO's quality of bold determination from his words and actions and regretted that he was not a politician. In Meiji year 16 (1883), at the invitation of NAGAYO Sensai (1838-1902) GOTO took a post in the Ministry of Home Affairs, and afterwards had jobs as Mayor of Tokyo, Home Minister and Foreign Minister, etc., playing an active part in the political world of Japan from the Meiji to Showa periods.
